Shirley Orlando, or known better by her moniker, "Bloody Shirley", is an elite soldier in the Red Constellation Jaeger Corps. She is the daughter of the Vice-Commander of Red Constellation, Sigmund Orlando, which makes Randy Orlando her cousin. She wields a massive chainsaw rifle called "Testa-Rossa" into battle. Her moniker comes from her bloodthirsty attitude on the battlefield. She has been noted as a ferocious fighter who would stop at nothing just to see her opponent bleed. Outside from battle, she is generally a laidback and carefree girl that one couldn't tell that she's a bloodthirsty murderer beneath all the charade.

She later joined the Ouroboros as Enforcer No. XVII while keeping her status as Regimental Commander to Red Constellation after the conclusion of the Zero-Azure Project, alongside Mariabel Crois, who became the Third Anguis.

She is tasked with the protection of the Vermillion Awakener, Crown Prince Cedric by Chancellor Osborne. She is seen attending Thors Miltary Academy alongside the prince during her time as his bodyguard.
