Ryokugyu is an admiral in the Marines. He was conscripted through a World Military Draft during the two-year timeskip, and was appointed to his rank to fill the two admiral vacancies caused by Aokiji's resignation and Sakazuki's promotion.

He did not want to make the effort of following [Sakazuki's)(https://anilist.co/character/22687/Sakazuki) orders to expel [Fujitora)(https://anilist.co/character/82259/Isshou) from Mary Geoise, both out of alleged concern for the damage a fight between them would wreak and because it would be too much trouble for him. More than that, Ryokugyu views even the act of eating itself as too much work, given his apparent ability to survive without food.
